In version 1.5, you can't do that. Now, you can't commit genocide against individual pops; you can only commit genocide against an entire species. Moreover, genocide is now only available to xenophobes and the Hivemind, although you can still purge populations even as an authoritarian empire. However, even without genocide, there aren't many problems with discontent, as it's easy to maintain at least a medium level of faction morale.
