In version 1.5, Wingael is no longer overpowered. They will probably do the same in 2.2.

He was actually nerfed back in 1.3 :) but even with 0.5% instead of 2%, he's not the worst choice for Sylvan, as he has the Attack skill and a very useful Tactics perk. The bonus from the ability at level 20 is small, but it's still there and gives archers and spellcasters a chance to go before the enemy's archers, spellcasters, and hero.
