Crossbowmen are effective when there are many of them. Not just many, but a lot. However, after patches 2.1 and 1.5, you can't have too many of them. In version 1.41, I could recruit almost as many as the Necropolis archers. Especially if there was a peasant hut and a gold mine nearby. Therefore, in the patched version, it is more advantageous to train high-level units – Inquisitors or Paladins.
