I checked in on Mafia 39, where everyone was upset about the 1 protection against murder and execution that the killer had. I looked at the game log for this mafia, and the killer has been invulnerable for at least 3 nights/days, and this is with 12 players. So, basically, you need to hang the happiest person, and if (when) they don't hang (meaning it's the killer), block them and hang them (twice).
