Unlocks (or boosts) the mage guild ability to summons magical creatures into garrisons of owned towns, the artifact works the same as adding an amount of Dragonblood Crystals equal to the knowledge of the hero/2. (As long as the hero has this artifact, all mage guilds will summon creatures automatically at the start of every week).
