Try downloading from Chrome in incognito mode; it should help. Click on the three dots in the upper right corner – new window in incognito mode – and then use that window to access the map repository.

They will finally feel the flames

I will make this city burn
We're not planning to return

Got it. Although, I can only download maps using Chrome, which I don't usually use. It does have a built-in ad blocker, and I needed to not only disable all restrictions for the specific website in Chrome but also disable the antivirus.
