Hmm, if all the heroes are at their maximum level, then you won't be able to play one of the maps from the Final Campaign, which unlocks after completing the main campaign.
There are only two maps - one for Blood, the other for Tears.
Accordingly, I also had to replay one of the campaigns to level up a Blood hero.
From what I've read, it seems that most people send Sandor to Tears. I'm curious, why? I sent him down the Blood path and he got it at the beginning of the second mission. And it seems to me that his pure combat skills are quite good. We'll see, I'm just starting.
