I'm playing a campaign – there's a map where I need to defend outposts...
My army is already huge, I can't get any bigger, but the enemy heroes aren't attacking the outposts if I'm in the adjacent area... and I can't go outside the area... how can I lure them out? And also, when do the victory conditions trigger?

To lure out the enemy heroes, move your heroes as far away from the outposts as possible... And Biara will appear sooner too...

The scenario explains it all; I played it a long time ago (very long ago), but if I'm not mistaken, you need to bring swordsmen (unimproved ones) there, like 100 units.
I played on version 1.6, on Veteran difficulty.
I didn't encounter any problems anywhere; I immediately captured the second Necropolis and continued exploring the territory. I saw a green player who was clearly trying to capture my newly acquired city, and I killed him without any problems, then moved on.
I captured the green player's city, and that ended his game. Then I went after the orange player, and killed him without any problems, not even bothering to buy reinforcements in the castle. Meanwhile, Kaspar was guarding the Necropolises. After that, I bought reinforcements and went after the blue player, and killed him without any problems. I explored the territory, visited all the upgrade locations, and completed the quests.
In the end, when I saw 993 black dragons, I was a little scared (and who wouldn't be??), but it turned out to be quite easy with my army.

It seems that instead of opening the barrier with the key, you need to use the astral gate, but where can you get that spell?
I told you! You jump into the portal, and you end up in a circle of rocks. Among the rocks, there's an altar, which can be mistaken for a rock. Carefully examine all the rocks; the altar has an opening, and there's a book in the opening.
