The beta version of the new TE has been released for testing. You can find it here. A separate thread has been created on the Heroes League forum for discussion.

The TE 1.03q version has been released.

Even those who managed to play with the beta version will find a lot of new things in it. First of all, this is a reworked and significantly expanded Manual, enhanced Eagle Eye, and several new options.
Compared to version 1.03p, there are even more new features: a set of 26 Multiplayer maps with descriptions in the Maps(rus).txt file; a restructuring of the Guild of Mages with spell replacements; a reserve squad; a bunch of bug fixes and much more.

You can download the full version (2.57 Mb), or you can download a patch (1.19 Mb), which is suitable for any version starting from 1.03f.
All links are provided in the first post of this topic, which, by the way, has also been significantly expanded. For example, links to download accompanying programs (Hamachi, h3-shell, autosave copier) have been added.
