The rules for offline tournaments + FAQ don't say anything about computer-controlled heroes that have a starting level based on their experience points (EXP) but also have spells recorded in their spellbook. Can they be purchased?

It's a work in progress... but there's no prohibition. Therefore, for now, it's allowed. And in 28 days, the game will generate a huge number of heroes... but who will you play as?
