Necromancers: it's either a monarchy or a democracy because the undead are clearly not a social class. It's like calling computers a social class. There's only one, and that's the Necromancers themselves, meaning those who are not subordinate to anyone and have their own minds and wills.
I defined the Stronghold this way because I think there's some kind of chieftain in charge, who had more strength and troops than the others and seized power.
I might be wrong, but Sandro is the Supreme Lich, right? And for each faction, there's a hero who appears as the leader of the faction in certain campaigns (Castle - Catherine, Inferno - Xeron, P.S. don't confuse Xeron with the Inferno special unit, and I can't remember all of them right now).

I think it's not entirely correct to compare the Erathians from Heroes of Might and Magic III with the Knight's City from Heroes of Might and Magic II.
by the way, in Heroes of Might and Magic III, the cities are distributed among the states, unlike in other series 1, 2, and 4 (in Heroes of Might and Magic V, it's also like in Heroes of Might and Magic III).

Anyway, the world of Heroes is very vast and deep. It's amazing how a small group of people :) managed to create such a masterpiece (just like George Lucas).

You're just talking about different things: about the heroes that the game itself puts in the forefront (campaigns) - Tarnum, Sandro, Catherine, Roland, Xeron, Gelo, etc. (judging by Heroes of Might and Magic III), and about the other heroes used as supporting material, and about the fact that they are not leaders of the factions.
Here's an interesting question: are there leaders of the factions, or are they ruled only by the elite lords (heroes)?
Neither Xeron, nor Sandro, nor Catherine are leaders of races.
