At first, I thought I was just being silly, but after installing the Russian language pack, I became completely convinced that something is wrong here. The problem is that besides the general map settings, terrain editing, random obstacles, and camera control, there is nothing else in it. What should I do? (Screenshot attached)

1. Which version of Heroes are you using?
2. Whose localization did you use?
3. (Unlikely) But do you actually have a licensed copy of Heroes 5?

1) 1.4 (I'll try upgrading)
2) local, but the same would happen even with that one
3) Yes, I actually have a licensed copy of Heroes 5

P.S. I patched it – it didn't help....

In this situation, I can advise you to patch to version 1.5 and try running the game. If that doesn't help, completely reinstall the game and patch it again. If even that doesn't work, then the problem lies with your computer.

Files for the map editor xml

There is an issue with snow textures in the Silver Edition – they simply don't work when creating maps in certain cases...
A copy of the xml files from the original game and the add-on is now available to address this problem...
