The rules and everything else will be the same as in Satellite #1. The start will be when the quota is reached. (minimum 12 people)

Why?

So that those who didn't win the first one could try their luck in the second, which will most likely be the last one, so the more people sign up for the second one, the greater the chance of making two prize-winning places.

What about a poker satellite? :D

We can stipulate a separate condition: if one person wins both tournaments (the probability of this is minimal, but it exists), then the second-place winner of the second tournament will receive the quota. I think this will be easier than waiting for the first satellite to finish.

That's a strange suggestion. In my opinion, it would be much better if the federation gave the quota to a visiting judge from the depths of Siberia! :D
