The most skilled rune priests undergo initiation rituals in the secret halls of the Deepflame clan and become priests of Arcata. Impartiality is not inherent to dwarves, but the priests of Arcata are closest to understanding this idea, which is why they are called upon to resolve those clan conflicts that could lead to civil war.
